Summary:
Followed the instruction in KB Q1963 to setup a Win95 PC as a display client talking to the Citect server across a Cisco router but when I try the nbtstat -c command from the dos prompt to see the entries in the cache, I get a message saying that the cache is empty. 

Solution:
When running Win95 you'll need both LMhost and Host file in the windows directory.  Note that there is already existing host.sam and lmhost.sam (sam for sample) files in the windows directory which can be copied to the same directory and then renamed to just host and lmhost (without any extensions).
