Summary:
When an IOServer is shutdown and restarted, the Proxi Server fails to re-establish connection with the IOServer. 

Solution:
To resolve this problem, each IOServer address needs to be specified in the [DNS] section of the Proxi Server's Citect.ini file. For example

[DNS]

IOServer1 = 199.0.0.0

IOServer2 = 199.0.0.1
