Summary:
Citect V5.21 fails when running up the project.  After the Initialising Sub Systems prompt is displayed in the Kernel trace window Citect fails with a "Software Protection Error" 

Solution:
Install Internet Explorer Version 4 or later.  Some of the encryption components made available when Internet Explorer 4 is loaded are being used by Citect.  When these are missing the Software Protection Failure error will occur.

The encryption components are standard parts of Windows 98 and NT.
