Summary:
An error on upgrading Citect projects may occur where there are a large number of projects of reasonable size.  To upgrade Citect projects set

[CTEDIT]
upgrade=1 

and restart Citect.  Under the conditions mentioned previously a timeout may occur as Citect is upgrading the projects.  The timeout is associated with the error message 

"Citect could not start Graphics Builder". 

The project does continue upgrading but the Citect Explorer will not be loaded when the upgrade is finished.

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.xx.  This problem has been fixed in Citect version 5.21 Service Pack E.
