Summary:
When I start the Citect runtime on my Windows NT PC, I get this error as the Citect I/O Server starts: 

    Cannot reset NetBIOS Error 35. 

I also get the following message from Windows shortly after Windows starts: 

    Service Control Manager indicates that at least one service
    or driver failed to start - check the Event Viewer for
    details. 

In the Windows Event Viewer it says: 

    Event ID 7022: The Messenger Service Hung on Starting

 

Solution:
The Windows NetBIOS driver may be corrupt.  You will need to remove and re-install it.

    1. Go to the Windows Control Panel | Networking | Services tab 

    2. Remove the NetBIOS Interface

    3. Reboot 

    4. Go to the Windows Control Panel | Networking | Services tab 

    5. Add the NetBIOS Interface 

    6. Reboot

    7. You will need to re-install the Windows NT service pack you had installed.
