Summary:
The CTAPI session for client connection is not always released when using TCP/IP and also the CTAPI license is not freed. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.XX. This problem has been fixed in version 5.21 Service Pack D.
