Summary:
When IDC starts up, it downloaded files of type "_*.rdb" (there are about 27 files of these files). These files are small but causes a delay since each file would create a new socket. Therefore to improve the performance of IDC, files of type "_*.rdb" are zipped into a single zip file hence only one socket is created to download these files. Therefore it is faster to download files at startup. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.20 to 5.21. This problem has been fixed in version 5.30.
