Summary:
When WinNewAt is used with mode 512 to open a supergenie it should block supergenies with the same associations. When a constant is passed as an association and the constant is the same, the second supergenie is not blocked. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 3.XX to 5.XX. This problem has been fixed in version 5.21 Service Pack F.
