Summary:
When you set the parameter to 1 (which is the default) it is supposed to replace any values out of the range with <NA>, but instead it always clamps the value to the maximum or minimum of the range. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows version 5.31. This problem has been fixed in version 5.40.
