Summary:
When the mousewheel driver support is disabled, you cannot use the wheel to scroll up and down in Graphics Builder and Project Editor forms. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.01 to 5.31. The problem has been fixed in version 5.40.
