Summary:
The current default number of Kernel Queues is 1000, which maybe insufficient in some circumstances. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.21 Service Pack E to 5.31.

This problem has been fixed by increasing the default number of Kernel Queues to 5000 in version 5.40.
