Summary:
The Cicode function SPCSpecLimitSet() will have a new sleeping thread after every time it is executed, and that thread will not be activated again. This may result in a resource leak. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions up to 5.31. This problem has been fixed in version 5.40.
