Summary:
When a Symbol set graphics object is configured to have a disabled appearance of grayed or embossed, It may appear to be disabled when in fact it is not. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows version 5.21 This problem has been fixed in version 5.21 service pack E.
