Summary:
AlarmSumGet(index,"Desc") and AlarmSumGet(index,"State") return the current value of the alarm and not the summary value. In order to get the summary value use "SumDesc" and "SumState" instead of "Desc" and "State". 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.20 to 5.30. This problem has been fixed in version 5.31.
