Summary:
This occurs when the Citect INI variable [Page]DynamicSizing=0 is set and you specify co-ordinates in the WinNewAt() function which would cause any part of the window to be displayed off the bottom or right of the screen. Citect under these conditions will re-position the window back to the origin. 

Solution:
The behaviour is unexpected by some users so an INI variable has been introduced. By setting [Page]OriginAdjust=0 it will cause all windows created with WinNewAt() to be displayed where specified.
