Summary:
When restoring a project that had previously been backed up with the "SAVE COMPILED" option set, CTEdit would report that the project was UNCOMPILED and require that it be compiled before running. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.30. This problem has been fixed in version 5.30 Service Pack A.
