Summary:

The CTAPI functions ctTagRead, ctPointToStr and ctPointGetProperty use the symbol (.) for the separator of decimal numbers rather than using the decimal separator in the Windows Regional Numbers setting.

Solution:

CIT has confirmed this to be a problem in Citect for Windows versions 5.XX. This problem has been fixed in version 5.40 Service Pack B.
