Summary:
If you have projects with names starting with the same text such as Alarm, Alarm1, Alarm2, etc. you cannot always copy from the selected project, depending on its name. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.30 to 5.40. This problem has been fixed in version 5.41.
