Summary:
On a dual processor machine, the Citect runtime may not start the Trend Acquisition System although the trend server ini parameter has been set to 1. 

Solution:
CIT has confirmed this to be a problem in Citect for Windows versions 5.31 to 5.40 Service Pack B Rev 1. This problem has been fixed in version 5.41.
