Summary:
If the communication to one S7-300 PLC is disconnected on a MPI bus communicating against multiple S7-300 PLCs, the communication will fail to all PLCs and reconnect will not work. 

Solution:
When using multiple S7-300 PLCs you have to create one VFD Name in the SIEMENS COML S7 for every PLC that you communicate with from the Citect I/O Server.
