Summary:
The ABTCP driver (v2.04.05.000) in standard version 5.41 does not support writing to REALs properly. The wrong value gets written to the PLC. 

Solution:
A newer ABTCP driver (v2.04.06.000) exists that fixes this problem. This can be obtained from MyCitect downloads and will be updated in a later release of CitectSCADA.
