Summary:
In my Citect application I am trying to use two monitors under Windows XP. However my popup window that I call from the second monitor (using WinNewAt() ) appears on the first monitor.  

Solution:
After extensive testing, we found that there is a setting for the graphics card to enable the multi-monitors to function properly as one massive desktop. This was tested on XP professional with a G550 Matrox Millenium and with a Matrox G450 card.

In the settings (Display properties | DualHead tab) for the graphics card you need to enable "Same resolution and color palette for both displays". It is essential that the card is set up this way for it to work as coded. See the screen shot below.
