Summary:
Citect works on a standard COM port but not on a DigiBoard AccelePort Serial communications card. 

Solution:
Apparently, the default setting for the board parameter "Set Low Latency Enable" is off and this causes the board to run slowly (about 1.3secs per Citect request / reply versus about 60ms when using PC's COM Port 1). To correct this, simply change the setting to on, from board properties under device manager.
