Summary:
IODeviceControl() type 8 will not disconnect from a remote I/O Device if the device is off line. 

Solution:
Citect has confirmed this to be a problem in CitectHMI/SCADA versions 5.20 to 5.41 Spk B. This problem has been fixed in version 5.42.
