Summary:
When placing a rectangle object (or any other object) on a new page in the Graphics Builder, it does not snap to the grid despite the fact that I have enabled the 'Snap to Grid' option in Graphics Builder | View menu | Snap to Grid. Both the bottom and right sides of the rectangle are off by one pixel. 

Solution:
Citect has confirmed this to be a problem in CitectHMI/SCADA versions 5.20r0 to 5.42r0. We are researching this problem and will post new information here as it becomes available.
