Summary:
After upgrading to a newer version or applying a Service Pack to CitectSCADA, I encounter problems that did not previously exist. 

Solution:
Add the following to your citect.ini file:

[CTEdit]
Upgrade=1

This will ensure that your projects are upgraded between versions/service packs.
