Summary:
I just created a new project using the XP Style Template and I cannot click to run any utilities shortcuts in the Admin Tools page or acknowledge any alarms. 

Solution:
You need to create a user and set the required privilege for that user. Set the user privilege to 8 to do most things. The privilege required to perform certain action can be modified in the citect.ini under the following keys;

[Privilege]
AckAlarms
DisableAlarms
EngTools
EditUser
Shutdown
