If Modicon Telemecanique PL7 (PLC programming Software) is disconnected from the PLC, CitectSCADA takes a few seconds to initiate the driver on start-up and then goes online successfully.

Solution:
You have got same XWAY (network.station) address for your CitectSCADA and PL7 . You will need to change either one of them, as these address need to be unique on XWAY network.

XWAY address is not one per PC, but rather one for PL7, one for CitectSCADA. This explains why the "Send Total" and "Recv Total" numbers in the XWAY driver diagnostics stop increasing as soon as you disconnect from PL7 software, BUT CitectSCADA is still running...
