Summary:
Citect will hang on startup indefinitely while displaying the startup banner. The startup message is “Initialising Sub-Systems”.  

Solution:
If the recommendations in the related KB articles do not work use the following solution:
Backup and remove all the cryptography key files from under :
\Documents and Settings\All Users\Application\Data\Microsoft\Crypto\RSA\MachineKeys
Re-install the Sentinal Driver Sentinel Protection Installer X.x.x.EXE (refer to KB Q3052 for details)
