Summary:
When setting up analog pens in development mode the vertical scales do not default to Engineering units for scale, though they do in run time. Development analog pens default to a range of -55 to 55. This range can be changed in Runtime, but is not saved unless saved as a view (*.pav). Selecting the Scale options, Autoscale or Interactive, do not effect this range of -55 to 55. This behaviour has been confirmed with one development pen as well as multiple pens.

The Process Analyst documentation indicates that newly added analog pens default to Engineering scale for the vertical scale.
 

Solution:
Citect has confirmed this to be a problem in CitectHMI/SCADA version 6. 

This fix will now be included in the release of CitectSCADA v7.1.

There is a special hotfix built specifically for CitectSCADA v6.1 SPK A. Please contact Citect support to arrange for a hotfix request.

Hotfix for other version of CitectSCADA pre v7.1 is not available (except v6.1 SPK A).
