Summary:
APACS driver does not set unit offline when the PLC is disconnected.
Hogs CPU during start-up.
 

Solution:
CIT has confirmed this to be a problem in Citect APACS driver version 1.0.0.0. This problem has been fixed in version 1.0.0.4 A1.
