Summary:

This was specifically seen on PC running the Operating System (Windows XP Professional) installed on a Compact Flash Card.

Solution:

Copy the WebServer folder from your Installation CD to your Hard Disk, and then run the CitectSCADAWeb.msi (Windows Installer Package).
