Summary:
Use of Citect "Shutdown" cicode via CTAPI causes Citect to crash crash. 

Solution:
Citect has confirmed this to be a problem in CitectHMI/SCADA versions 5.40 to 6.00. This problem has been fixed in version 6.10.
