Summary:
When attempting to install a new CitectSCADA driver, I recieve the error:
Can't run 16-bit Windows program
Cannot find file C:\DOCUME~1\User\Local Settings\Temp\pft2284.tmp\SETUP.EXE (or one of its components). Check to ensure the
path and filename are correct and that all required libraries are available.

I have previously been able to install drivers, what is wrong and how can I fix this problem?
 

Solution:
This problem is most likely caused by COM security permissions changing. It is always recommended that you login as a local administrator when installing programs or drivers.

If logging in as an Administrator does not resolve the issue, please follow Microsoft KB Q295278 - "Programs That Use the InstallShield Program May Not Start".
