Summary:
I have followed the guidelines of KB3868 to achieve full screen display mode:

1. Ensure [Animator]Fullscreen=1

2. Ensure [Page]DynamicSizing=1

3. Ensure the check box "Display Title Bar" is unticked near the end of the Computer Setup Wizard.

However, the title bar will still appears during runtime.

 

Solution:
This is a known issue that occurs when running Citect SCADA in demo mode. If you use a license key, the full screen mode works correctly.

This issue has been addressed in CitectSCADA V6.10
