Summary:
I have installed the English version of the web server, web client displays English language correctly. However, when I switch to view Process analyst in other languages, the web client still displays it in English.
I am testing on the CSV_Example project and using the tools button on the menu bar to switch languages.
I have followed the troubleshooting steps as outlined in the FAQ section page 34 of the web client user manual. 

Solution:
Citect have confirmed this problem with the FAQ. To configure language to download to the web client:
  1. Create a bin.zip file in the C:\Program Files\Citect\CitectSCADA\WebServer\client\600, note that the installation path may differ on your PC. If a bin.zip already exists, do not create another.
  2. Add to the zip file all the language resources DLL files that you want the client to download and use. These files are found in C:\Program Files\Common Files\Citect
  3. Re deploy the project.
  4. Look for the C:\WINDOWS\system32\citect\webclient\600 folder in the web client machines.
  5. Manually delete the bin.zip file located in the \600 folder.
  6. Reconnect to the web server and download the latest bin.zip file.
