Summary:
Since upgrading to CitectSCADA version 6.10 I have been getting an error on startup.
The file definitely exists and nothing else has the file open. This does not occur in earlier versions. 
 

Solution:
Set [General]VDBCheckDBFChange=0 to solve this problem. This may occur with some drivers when run under v6.10 where a DBF file does not have a corresponding compiled RDB. The parameter should only need to be used for special drivers that use special uncompiled DBFs.
