Summary:
The kingfish DLL has a function called "GetRTUEventField" used to get the values of the different event fields. Unfortunately the function always returns zero when reading the milliseconds field of the event logs.
 

Solution:
When a value is a floating point value, the milliseconds are always zero.
For digitals it works fine.
