Summary:
I get this error:

<% WebService Language='c#' Codebehingd="CtApiService.asmx.cs" Class="Citect.CtApiWebService.CtApiService"%>

and according to Q3834 it is because the aspnet_isapi.dll was not registered.
After trying to register this dll I get an error message that reads:

"The start address for the dll registered could not be found".
 

Solution:
This indicates that there is a corruption with the installation of .NET.
Reinstalling .NET will eradicate this problem.
