Summary:
When TrnSetTable() is called, the data is only written to the server that the client is connected to. The redundant server does not receive the data. This happens if I pass in a period parameter that does not match the actual trend tag period. If I pass in the actual trend tag period instead, or 0 (which uses the actual trend tag period), there is no issue.
 

Solution:
Citect has confirmed this to be a problem in CitectHMI/SCADA versions v5.5x. This problem has been fixed in version v6 and higher.
