Summary:
I get the error prompt "Cannot open events.dbf" during the Events Setup when I run the Computer Setup Wizard for my project. Selecting the OK button exits the Computer Setup Wizard and the changes made up until this point are not saved to the citect.ini file. It does not happen for other projects.

I am running Windows XP SP2.
 

Solution:
Apply the registry fix detailed in KB Q4060 to fix this.
