Summary:
The OPC driver can cause a double activation of items when the [OPC]FillCacheOnStartup Citect.ini setting is set to 1.
This slows down Citect startup and adds to the network load.
 

Solution:
This bug has been fixed in hotfix v1.13.01.001 of the OPC driver.
