Summary:
An error message "Cannot Open Server <ServerName>. The port is in use or an attempt was made to access a socket in a way forbidden by its access permissions" appears when starting CitectSCADA runtime.
 

Solution:
This error is due to the port numbers that the server <ServerName> being used elsewhere in the system. Open one of the server forms (Alarm Server, Report Server, Trend Server or IOServer) and find the server that matches the server name given in the error message. Once of the port numbers that is configured for this server is already in use elsewhere in your system.

To determine what port numbers are in use on your PC, open a command prompt and running the command 'netstat -a'. This will list all of the TCP port numbers that are in use in your system and allow you to find and change the clashing port number on your server.
