Summary:
A CitectSCADA server process which is configured for redundant NICs (Network Interface Cards) will fail to start when at least one of the network cables is disconnected.

This situation is reported with a message box displaying the following information:

Cannot Open Server <server name>
TCP/IP Error 2741

If all of the configured NICs for a server have disconnected cables, there will be no attempt made to start the CitectSCADA server process.

Solution:
There is no current solution in v7.0 and v7.1 for this issue.
This will be addressed in a future release of the product.
Unfortunately, for the time being, you need to make sure that all the NICs defined in the Citect design environment are available when you start the runtime.
