Summary:
OPC driver takes a long time (a few minutes) to bring units online when status tags are enabled. If they are disabled then there is no delay.
 

Solution:
CitectSCADA has confirmed this to be a problem in OPC driver v1.11.13.000. However, setting [OPC]StatusWaitPeriod=-1 will reduce the startup delay by half.

Going forward the driver will be enhanced to remove the startup delay when status tags are used.
