Summary:
This problem occurs when an alarm with a delay has been acknowledged before it is disabled. When it is enabled the delayed alarm stays in the acknowledged state.
 

Solution:
Delayed alarms will now trigger into the unacknowledged state after the delay time has been met.

Citect has confirmed this to be a problem in CitectHMI/SCADA versions 6.XX. This problem has been fixed in version 7.00.
