Summary:
If you call some Cicode that uses the ComOpen() function to open a port, then immediately shutdown without closing the port. a CitectSCADA exception report is generated.
 

Solution:
This issue arises because the Citect module used for manipulating the port has been unloaded prematurely as CitectSCADA is shutting down.

Citect has confirmed this to be a problem in CitectHMI/SCADA versions 6.00 to 6.10A. This problem has been fixed in version 6.10B and 7.00.
