Summary:
When invoking citect32.exe runtime, the DisableIO parameters do not work if the location of the Citect.ini file is not specified on the command line or is not found in the Bin directory (e.g. is in the Windows directory). Refer to Q1704 for information on using alternative ini files.  

Solution:
Note that Memory devices (not supported in v7.00) can NOT be disabled at all.

This problem has been fixed in CitectHMI/SCADA v7.00. Citect has confirmed this to be a problem in earlier CitectHMI/SCADA versions.
