Summary:

When using IDC the changes made on the internet server are not populated to the client even after restarting both server and client.
 There could also be an error message at startup of the client:
 Page ‘startup’ has been compiled against an incompatible version of the user library functions

 

Solution:

This is because the newer version of the pages are not being downloaded.
You need to delete the temporary internet files so the client downloads the pages again. You can also set the temporary internet files setting to check for newer versions of stored pages on “Every visit to the page” but I noticed that sometimes you will have to go back to the page 2 or 3 times before it is updated.
