Summary:
Unable to pull Floating License for the Display Client PC.

The Display Client PC is no longer pulling the floating license from the Primary Server.
I still have the parameter [Client]Display=1 located in my Citect.ini file on the Display Client PC. 

Solution:

The [Client]Display=1 parameter has been deprecated in version 7.0

To be able to pull the floating license from the Server then you will need to have the following settings showing in your Display Client's Citect.ini file:
[Client]
ComputerRole =1
FullLicense=0
